Harold Hall was born in Oslo, Norway in 1865 and emigrated in 1882. He was a panoramic painter in Milwaukee, Wisconsin at the turn of the 20th century, a time when this genre or industry in Milwaukee was largely dominated by German immigrant painters. While there, he was a member of the Society of Milwaukee Artists, which was formed in 1900 by several panoramic painters. By 1920 he was living in Seattle, Washington. He primarily did oil paintings and panoramic paintings as well as painted rural landscapes, historical panoramas, and large canvasses of religious subjects for churches. Hall died in Seattle, Washington in 1932.
